Qualification Details:
MoHFW seeks Senior Consultant (Monitoring and Evaluation) to contribute to the implementation of the India COVID-19 Emergency Response and Health Systems Preparedness Project. Within this context, the Senior Consultant (Monitoring and Evaluation) will be part of a National Program Management Unit (NPMU) under MoHFW for the project related activities.

2. Remuneration Remuneration Range: Maximum up to Rs. 150,000/- per month

3. Location: Delhi

4. Essential Qualification / Requirements: MD (Community Medicine / Preventive & Social Medicine / Community I-lealth Administration) / MPH / MBA (Health Informatics / Health & Hospital Management) / M.Sc. (IT) / M.Sc. (Biostatistics / Statistics) / MSW.

5. Minimum 5 years of post-qualification work experience in the area of Public Health / Health with experience of assisting in development of Monitoring framework for National Health Programmes, experience in evaluation and handling of various monitoring software at national/ state level.

6. Preferential Qualification / Skills Experience in M&E of Public Health programme at national / state level. Related experience in COVID emergency response would be desirable. Experience of working with donor agencies like WB, ADB etc. would be an added advantage.

7. Project Background and Objectives:

i. An outbreak of the coronavirus disease 2019 (COVID-19) caused by the severe acute respiratory syndrome coronavirus 2 (SARS-CoV-2) virus strain has been spreading rapidly across the world since December 2019, following the diagnosis of initial cases in Wuhan, Hubei Province, China.

ii. In response to the rapid rise of COVID-19 cases in India, the India COVID-19 Emergency Response and Health Systems Preparedness Project has been initiated by the Government of India (GOI). The project objectives is to prevent, detect, and respond to the threat posed by COVID-19 and strengthen national health systems for preparedness in India.

8. Scope of Work:

i. The Senior Consultant (Monitoring and Evaluation) will work closely with the MOHFW and its implementing agencies—the National Health Mission (NHM), the National Center for Disease Control (NCDC), the Indian Council for Medical Research (ICMR) and others with the following tasks:

ii. National Health Systems Resource Centre (NHSRC), New Delhi on behalf of Ministry of Health & Family Welfare is seeking resumes from qualified candidates for the above mentioned post for one (l) year purely on contractual basis.

9. Responsibilities:

i. Support implementing entities in data collection and in the design of a new data collection software for the project. Facilitate the design and administration of population-representative household surveys and facility-based surveys.

ii. Support in project monitoring by assisting implementing entities in the preparation of the quarterly monitoring report based on the results framework.

iii. Prepare monthly / quarterly report based on agreed targets and progress made along with monthly dashboard related to Project indicators and share with MoHFW on a regular basis Analysis of epidemiological data and provide feedback to the implementation agencies and MoHFW Assist MOHFW in ensuring completeness and quality of the data that is being reported.

iv. Support the MOHFW to fulfil progress reporting requirements of funding partners. Undertake any other activities / tasks as assigned by the supervisors.
